GnuPG configuration on windows local machine and how to add own public key
in GnuPG

GnuPG configuration on windows local machine(i have install GnuPG
software) and how to add own public key in GnuPG.
I am trying to send email using this instruction
http://www.kelv.net/programming/pgp.php But this is not working as I seen
there is configuration missing But I could not understand how to configure
GnuPG on windows 7.
